Once again, we've fallen short of the 30% inclusion benchmark set by the City of Birmingham. Despite the Special Instructions to prioritize inclusion, it seems to have been ignored. This is not just a missed target; it's a systemic failure to address the lack of diversity in publicly funded construction projects in our city. For years, we've set goals and made promises, but none have been met. It's time to acknowledge that our efforts haven't been enough. We need to confront the reality that our construction industry continues to exclude marginalized communities.
